Wayne Glidden moved (and Aline Goss seconded) a motion to accept the minutes of the September 18, 2013 meeting as written. The vote in favor was unanimous. Fred reviewed discussions with Amy Smagula (NHDES) which lead to the budget proposal for treatment in 2014.There was a discussion on why last years application did not have a greater impact on milfoil in the upper reaches of the river. Fred had asked Amy to review this with Marc Bellaud (applicator); she did and got back stating that in higher water current areas, such as seen in this section of the river, they needed to use a compound which settles and works on the plant more quickly. Marc recommended Diquat for this purpose. Fred will check to see if Diquat was used last year ( as reflected in prior notes).Fred mentioned the proposed budget did not contain funds for divers and it reflected a one day treatment of two areas of milfoil in the Merrymeeting River (Jones and Downing Ponds). We would need to depend on unspent funds from this year and/or any matching funds from the State for the payment of Divers next year. Wayne remembered that Altons treatment last year was not as good as expected and asked if someone would check into the product used. Wayne also questioned whether or not the growth of milfoil in an area predisposed the area to growth by other native plants (since Downing Pond has seen rapid growth of many types of plants over the last few years). Fred replied that he thought it had more to do with sediment collecting on the bottom which allowed all plants, including milfoil, to get a better grip into the Ponds bottom layer. Wayne then moved (and Aline seconded) a motion to accept the proposed budget as sent to the Selectmen. The motion was passed unanimously. Fred will be presenting this budget to the BOS on November 4, 2013; all are invited to attend at Town Hall. Fred then brought up the issue of our continuing application with the State of NH for matching funds. Amy will provide instructions for this submission, but for now we have all that is needed to re-apply. Amy has also suggested that lowering the river above Jones Pond this winter to allow the milfoil plant roots to freeze, may be helpful. Amy also recommends lowering the water level in this area before treatment next year, in order to slow the current. Fred mentioned that home owners living next to the shoreline of Downing Pond (which Wayne appropriately pointed out was called Downing Road not Shore Road) may need to use bottled water during the period of treatment next year. Wayne responded that many residents living in this area are already on a communal water system located on Butternut Road. Fred would inquire into the restrictions before the next meeting. Cynthia Quimby brought up the recent article appearing in the New Hampshire News on treatment at Sunrise Lake and the success of using Divers. The Divers were from AB Aquatics in Henniker. Wayne asked if there was any advantage to having several water bodies act together in order to get a discount, Fred would look into this with Amy and Marc Bellaud. Wayne also mentioned that the BOS should be aware of the fact that leaving Downing Pond untreated and allowing the milfoil to spread would reduce the value of water front property and residents may ask for a tax abatement. OLD BUSINESS: Fred asked if everyone was satisfied with the article written in last months Baysider, summarizing the last Committee meeting; everyone was impressed with the piece. The boat landings at Club and Shaws Ponds have still not been checked for milfoil signage. Fred promises to do this before next years boating season.
